Since the enactment of <a href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2020-6422\" target=\"_blank\" rel=\"noreferrer noopener\">Royal Decree 553\/2020<\/a>, the <a href=\"https:\/\/sede.miteco.gob.es\/portal\/site\/seMITECO\/ficha-procedimiento?procedure_suborg_responsable=11&amp;procedure_etiqueta_pdu=null&amp;procedure_id=736\" target=\"_blank\" rel=\"noreferrer noopener\">prior notification (NT)<\/a> and <a href=\"https:\/\/residus.gencat.cat\/es\/consultes_i_tramits_-_nou\/tramits\/detall\/trasllat-de-residus-entre-CCAA\" target=\"_blank\" rel=\"noreferrer noopener\">identification document (DI) <\/a>for each shipment must be processed electronically through documentation platforms.<\/p><p>What complicates day-to-day operations is that <strong>there is no single national documentation platform<\/strong>: each autonomous community decided whether to adopt the Ministry\u2019s platform or develop its own system. The result is a landscape of seven platforms\u2014e-SIR, SDR, SIRA, ADCR, GaIA, SINGER, and the WEEE platform\u2014which coexist depending on the origin and destination of each type of waste. Using the wrong channel can invalidate a notification and result in penalties, so it\u2019s important to be clear about which platform applies to each shipment.<\/p><h2 class=\"wp-block-heading\">What all platforms have in common<\/h2><p>Before delving into each system, it is important to understand the elements that are common to all of them, as they form the basis of Royal Decree 553\/2020:<\/p><ul class=\"wp-block-list\"><li><strong>Prior Notice (PN):<\/strong> Required for hazardous waste, for EWC code 20 03 01 (municipal waste), and for other types of waste as determined. It must be submitted at least ten days in advance.<\/li><li><strong>Identification Document (ID):<\/strong> Required for all shipments. Part A is completed by the operator and accompanies the waste during transport; Part B is completed by the waste manager upon receipt.<\/li><li><strong>Shipper:<\/strong> The party responsible for providing notification, typically the original generator of the waste (or whoever assumes that role: agent, dealer, or manager).<\/li><li><strong>Regional Elections:<\/strong> Each autonomous community has chosen either e-SIR or its own electronic portal.<\/li><\/ul><h2>National documentation platforms<\/h2><p>Depending on the autonomous community, the most commonly used platforms are as follows:<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">e-SIR: the Ministry&#8217;s national platform<\/h3><p>The <a href=\"https:\/\/servicio.mapama.gob.es\/esir-web-adv\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Waste Information System (e-SIR)<\/strong><\/a>, operated by the Ministry for Ecological Transition, serves as the standard for waste transfers between autonomous communities and for those that do not have their own system. It enables the electronic exchange of advance notifications and identification documents, and allows the receiving waste manager to accept or reject the waste. It is based on the E3L language and validates each document against the Waste Production and Management Registry (RPGR). Autonomous communities such as Aragon, Madrid, Castile and Le\u00f3n, and the Canary Islands process their transactions through e-SIR.<\/p><p><strong>Common mistakes:<\/strong> Failing to comply with the minimum ten-day advance notice requirement, submitting the portion of the document pertaining to transportation before the advance notice has been validated, or using expired digital certificates.<\/p><p>\u00a0<\/p><p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-9467 size-full\" src=\"https:\/\/sircat.com\/wp-content\/uploads\/2026\/07\/documentation-platforms-spain.png\" alt=\"\" width=\"1024\" height=\"768\" srcset=\"https:\/\/sircat.com\/wp-content\/uploads\/2026\/07\/documentation-platforms-spain.png 1024w, https:\/\/sircat.com\/wp-content\/uploads\/2026\/07\/documentation-platforms-spain-300x225.png 300w, https:\/\/sircat.com\/wp-content\/uploads\/2026\/07\/documentation-platforms-spain-768x576.png 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">SDR: Catalonia&#8217;s waste documentation system<\/h3><p>Catalonia maintains its own procedure, the <a href=\"https:\/\/sdr.arc.cat\/sdr\/GetLogin.do\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>SDR<\/strong><\/a>, managed by the <a href=\"https:\/\/residus.gencat.cat\/es\/inici\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Catalan Waste Agency (Ag\u00e8ncia de Residus de Catalunya)<\/a>. It allows for registration as a producer (with an associated code), the acceptance form, and the tracking sheet (FS), the Catalan equivalent of the DI. A digital certificate is required. For shipments from Catalonia to another autonomous community, e-SIR is used.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">SIRA: The Andalusian platform<\/h3><p><a href=\"https:\/\/www.juntadeandalucia.es\/medioambiente\/sira-obligaciones\/login?updateSelection=false\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>SIRA<\/strong><\/a> replaced the former Augias system in 2021 and centralizes all waste movements originating in or destined for Andalusia, whether internal or interregional. Access is granted via a digital certificate or Cl@ve. It requires a digital signature on the NT and Part B of the DI\u2014without a signature, the deadline does not begin to run\u2014validates against the RPGR, and automatically generates chronological reports and annual reports.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">ADCR: The Valencian community&#8217;s app<\/h3><p><a href=\"https:\/\/residuos.gva.es\/adcr\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>ADCR 3.0 \/ E3S 3.0 <\/strong><\/a>manages transfers with origin and destination within the Valencian Community; inter-regional transfers are handled through e-SIR. It offers web services (E3S 3.0) to integrate document generation directly from companies\u2019 own systems, at no cost to SMEs or large companies. Access requires an advanced electronic signature from the operator or an accredited representative before the ACCV.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">GaIA: The Galician environmental information platform<\/h3><p>In Galicia, transfers\u2014whether within the region or to other autonomous communities\u2014are processed through <a href=\"https:\/\/gaia.xunta.gal\/gl\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>GaIA eResiduos<\/strong><\/a>, which replaced the former SIRGa. It allows users to record notifications and shipments (including the Outbound Control Document and cross-border shipments), confirm them with an electronic signature, and maintain records of incoming and outgoing shipments.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">SINGER: The Balearic Islands&#8217; notification and case management system<\/h3><p><a href=\"https:\/\/www.caib.es\/sites\/rpgrib\/es\/singer\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>SINGER<\/strong><\/a>, part of the Balearic Islands\u2019 Regional Ministry of the Environment and Territory, manages the Waste Production and Management Registry and the electronic registry for advance notifications and shipments originating in or destined for the region. It consists of SINGERFRONT (for companies) and SINGERBACK (for government), and supports registration via the web, E3L files, or web services. It allows the Waste Identification Document (DI) to be generated without a prior Transport Note (NT) in cases such as itinerant collection to the company\u2019s own authorized facilities.<\/p><p>\u00a0<\/p><h3 class=\"wp-block-heading\">WEEE Platform: The system specifically for electrical and electronic equipment<\/h3><p>Apart from general <strong>waste<\/strong> disposal platforms, <strong>waste electrical and electronic equipment (WEEE)<\/strong> has its own system, regulated by Order TED\/1032\/2024. It consists of two parts: the <a href=\"https:\/\/www.miteco.gob.es\/es\/calidad-y-evaluacion-ambiental\/temas\/prevencion-y-gestion-residuos\/flujos\/domesticos\/fracciones\/aparatos_electr\/plataforma-electronica-gestion-raee.html\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>electronic management platform<\/strong><\/a>, which compiles data on inflows and outflows provided by local authorities, distributors, waste management companies, and extended producer responsibility (EPR) systems (with an internal portal for consultation and an external portal for registration); and the collection assignment office, which allocates collection responsibility among collective and individual systems based on their market share.<\/p><h2 class=\"wp-block-heading\">How to determine which platform is right for your business<\/h2><p>In practice, the choice depends on the origin and destination of the shipment:<\/p><ul class=\"wp-block-list\"><li>Origin and destination within the <strong>same region<\/strong> with its own platform (Catalonia, Andalusia, the Valencian Community, Galicia, or the Balearic Islands) \u2192 that regional platform.<\/li><li>Transfers <strong>between regions<\/strong>, or to a region without its own system \u2192 <strong>e-SIR<\/strong>.<\/li><li>Waste <strong>electrical and electronic equipment<\/strong> under extended producer responsibility \u2192 submit the report on the <strong>WEEE platform<\/strong>.<\/li><\/ul><p>\u00a0<\/p><p>Each system has its own access procedure, signature format, and validation checks against the RPGR, which makes document management a common source of friction for industries, workshops, and environmental managers.<\/p><div class=\"hs-cta-embed hs-cta-simple-placeholder hs-cta-embed-437817096395\" style=\"max-width: 100%; max-height: 100%; width: 700px; height: 221.65625px;\" data-hubspot-wrapper-cta-id=\"437817096395\"><a href=\"https:\/\/cta-eu1.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLI1HKNjUD77tmPa%2FiPvLJ77DGtmSqIuMzpT214fk9oGYSG4ml4ylaL%2Ft8iss19mSm0R70GnkSTFT705Ly%2B4UMBJznLiXGFIahQ0zZ5tBXDdfaynv9YtafU9HLzSz6jOJDBtGvZyAKl%2Bkd9IgbjRLQr0yIdPv1%2Ba333RrbHN5hUTAA%3D%3D&amp;webInteractiveContentId=437817096395&amp;portalId=146255974\" target=\"_blank\" rel=\"noopener\"><br \/><img decoding=\"async\" style=\"height: 100%; width: 100%; object-fit: fill;\" src=\"https:\/\/hubspot-no-cache-eu1-prod.s3.amazonaws.com\/cta\/default\/146255974\/interactive-437817096395.png\" alt=\"cta-platforms\" \/><br \/><\/a><\/div><p>\u00a0<\/p><h2 class=\"wp-block-heading\">An authorized agent facilitates this part of the process<\/h2><p>No platform exempts the production company from its documentation obligations, but working with an <a href=\"https:\/\/sircat.com\/en\/waste-manager-everything-you-need-to-know\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>authorized waste management company<\/strong><\/a> that is familiar with each system reduces the risk of errors related to deadlines or formatting.
